Forum to tackle environmental crime
A radical initiative to tackle environmental crime in Hull City Centre is being launched at a Forum at Noon, Thursday 27 October 2005 at The Mortimer Galleries, Under City Hall, Hull. Free, disabled access, all welcome. Lunch provided. The event is being organised by The City of Hull & Humber Environment Forum (CHEF) on behalf of Kingston upon Hull City Council.
Hull City Council is currently introducing a new integrated ‘streetscene’ service to tackle issues such as Litter, fly posting, graffiti and the accumulation of refuse in the street. This forum is the first public meeting to explain what this means and how those with an interest in the City Centre can help shape the delivery. Traders, office workers, pubs, shoppers, restaurants, students if fact anyone who feels that City Centre needs to be a cleaner, greener and safer place is invited to attend to have their say! David Duxbury, Head of Public Protection and Dave Kay, Head of Waste Management, Hull City Council will give an joint presentation to explain the new service followed by questions and answers.
Streetscene brings together services previously provided by two separate City Council departments – Waste Management and Public Protection. A new Enforcement team is currently being put in place. Streetscene will introduce new rigorous environmental enforcement delivered in conjunction with high profile education and promotion. The decision to introduce this radical change in the delivery of frontline services follows the 100-day clean up in 2004. The aim is to secure a cleaner, greener and safer environment.
The condition of streets and open spaces directly affects the well being and image of the City. It is also recognised that there are strong links with anti-social behaviour and untidy streets erode the perception of the City. However, any person found to be painting or spraying graffiti can be issued a fixed penalty notice of £50. Fly posting can attract a fine of £2500.
‘Nationally fly tipping is on the increase, locally Hull has a big problem with litter. Streetscene is about introducing a more responsive service that is fair, transparent but effective in tackling these problems. Public understanding and support is vital.’ said David Duxbury, Head of Public Protection, Hull City Council.
