The german title is: Die Toten Augen von London ("The dead eyes of London").

There is another film with the same title but with Bela Lugosi in 1940: http://www.imdb.com/title/tt0031208/ Both films have several coincidences: action takes place in London, some extrange murderes, Scotland Yard investigating them, a extrange society behind them...

I bought a copy of this wierd film last friday. I haven't got time to see it yet...
http://www.imdb.com/title/tt0054395/

Edgar Wallace, the writer, was a very prolific writer who wrote, as many other hundred of films and novels, King Kong.

The book:

The film:

With Kalus Kinski!!!:
